Description of Functions

Functions of the Presidency:

  1. Direct, coordinate, monitor and control the execution and fulfillment of the objectives, functions, policies, plans, programs and projects inherent to the Military Industry.
  1. Design and execute strategies aimed at meeting the objectives of the Military Industry.
  2. Direct the execution and compliance of the decisions issued by the Board of Directors.
  3. Propose to the Board of Directors medium and long-term plans and programs that are required for the development of the Company's objectives.
  1. Inform the Board of Directors of the plans, policies and strategies aimed at the missionary processes of the Military Industry.
  2. Present for approval to the Board of Directors the statutes of the Military Industry, its modifications and the general salary and benefit conditions of the Company's official workers.
  1. Present for the consideration of the Board of Directors and for approval of the National Government, the modifications to the structure and personnel of the Military Industry.
  1. Issue the different marketing, sales and customer service guidelines following economic and business principles.
  2. Guarantee that the economic, physical and human resources of the company are in optimal conditions and are those required to fulfill the mission and vision of the Military Industry.
  1. Celebrate and institute strategic alliances with key actors for institutional development.
  2. Coordinate administrative aspects of the operation of the Internal Control and Internal Disciplinary Control Offices of the entity in the terms provided by the Law.
  1. Issue the administrative acts that correspond to it and decide on the legal resources that are filed when they fall within its jurisdiction.
  1. Appoint and remove Company personnel who do not correspond to another authority, as well as issue acts related to its administration.
  1. Exercise the commercial and legal representation of the Military Industry - lndumil, without prejudice to the legal representation for Judicial and Extrajudicial Matters and the legal representation for the purposes of Supply of Goods and services.
  1. Issue the different guidelines for the production and correspondence system of internal and external documents.
  2. Propose for approval by the Board of Directors, after a technical study, the creation, deletion or merger of Directorates, Plants and Workshops in the Business Units, which are required to fulfill the functions and guarantee business dynamics.

  2. Submit reports to the President of the Republic and the Ministry of National Defense, on the activities carried out and the status of the entity.
  3. Celebrate the acts and contracts included within the entity's purpose in accordance with current legal regulations.
  4. Know and decide in the second instance the disciplinary processes carried out against servers and former servers, official workers of the Company.
  5. Exercise the functions of judging the disciplinary process in the second instance in accordance with current legal regulations.
  6. The others inherent to the nature of the dependency, those established by the Law, the regulations or the statutes.

 

Functions of the Management and Compliance Office:

  1. Direct, coordinate, carry out structured monitoring and manage the implementation of strategic initiatives prioritized by the Presidency.
  2. Support in the solution of situations that generate reprocesses in the administrative, industrial and commercial dynamics of the company.
  3. Address and contribute to the solution of complex, structural and high-impact situations for the Entity and interest groups, ensuring the solution of problems in their execution and the acceleration of their results.
  4. Maintain direct and constant communication with the Presidency and key actors to report progress in the implementation of prioritized initiatives and cross-cutting issues in the entity based on their compliance.
  5. Articulate strategic actions that promote change, knowledge and communications management in accordance with the guidelines and priorities of the Presidency.
  6. Direct inter-institutional relations of the Military Industry, at the national and international level, and represent the Company when requested by the Presidency.
  7. Articulate relations with the Ministry of National Defense, General Command of Military Forces, General Directorate of the National Police and other State agencies and other interest groups.
  8. Create strategic alliances with interest groups that promote the fulfillment of the objectives of the Military Industry.
  9. Develop strategies, plans, programs and strategic communication projects for the positioning and dissemination of the image and promotion of the entity, under the guidelines of the Presidency.
  10. Coordinate with the Commercial Vice Presidency the design of protocol strategies and events that allow the image of the Military Industry to be communicated to the internal and external public.
  11. Define the official internal and external communication channels of the Entity, in accordance with the guidelines of the Presidency.
  12. Build, manage and administer the online community of the Military Industry.
  13. Serve as Technical Secretary of the Military Industry Board of Directors, in accordance with the regulations that regulate the matter.
  14. Responsible for the reception, storage and custody of weapons and ammunition by the Presidency.
  15. Direct and control the production and correspondence system of internal and external documents.
  16. Define the guidelines and design of the visual image and creative message of the printed and virtual communication pieces, which support the dissemination of the Company's missional information.
  17. The others inherent to the nature of its dependency and those assigned by the legal, regulatory, statutory norms and the Presidency.

 

Functions of the Internal Control Office:

  1. Plan, direct and evaluate the Company's Internal Control System.
  2. Verify that the controls defined for the Company's processes are met by those responsible for their execution.
  3. Ensure compliance with the laws, standards, policies, procedures, plans, programs, projects and goals of the organization and recommend improvement actions aimed at strengthening organizational learning.
  4. Keep company managers informed about the state of internal control of the Military Industry, accounting for the weaknesses detected and failures in compliance.
  5. Report to the competent bodies the commission of allegedly irregular acts that you become aware of in the course of your duties.
  6. Prepare, in conjunction with the Planning Office, the comprehensive audit program of the Military Industry.
  7. Execute the comprehensive audit program and report its results to the Presidency and interested parties.
  8. Advise agencies on the identification and prevention of risks that may affect the achievement of objectives.
  9. Promote the formation of a control culture throughout the organization that contributes to continuous improvement in the fulfillment of the institutional mission.
  10. Verify that the Internal Control System is formally established within the Company and that its exercise is intrinsic to the development of people's functions.

Functions of the Office of Internal Disciplinary Control:

  1. Exercise the disciplinary function observing the fullness of the forms of the procedure regulated in the Political Constitution, the current Single Disciplinary Code and other corresponding regulations.
  2. Exercise the functions of the disciplinary process in accordance with current legal regulations, guaranteeing that due process is followed at each stage and that the person subject to disciplinary action is investigated and judged by a different, competent, independent, impartial and autonomous official.
  3. Receive complaints or complaints regarding violations of constitutional or legal norms that may be incurred by public servants and/or official workers of the Company.
  4. Decide on whether or not the disciplinary action, preliminary investigation, disciplinary investigation, the formulation of charges, the filing of the proceedings, observe the current legal regulations and the principles that govern the disciplinary procedure.
  5. Know and decide in the first instance the disciplinary processes carried out against the servants and former servants, official workers of the Company.

  12. Continue the disciplinary processes that, in accordance with the provisions of the current Single Disciplinary Code, are received by the Attorney General's Office.
  1. Refer investigations to judicial organizations or entities when there is merit to do so.
  2. Manage, advise, know and comprehensively attend to the provisions of the Disciplinary Law and other complementary regulations related to the current Disciplinary Regime applicable to all officials.
  3. Coordinate prevention and guidance policies, plans and programs that minimize the occurrence of disciplineable behaviors.
  4. Compile legal norms, concepts, jurisprudence and doctrine related to disciplinary activity and guarantee their updating, dissemination and training.
  5. Prepare and submit reports on the status of disciplinary processes to the competent authorities, when required.
  6. Timely transfer the file to the President's office for the second instance process, when appeals or complaints have been filed.
  7. Timely inform the Registration and Control Division of the Attorney General's Office about the opening of the disciplinary investigation and the imposition of sanctions on public servants and/or official workers.
  8. Keep a digital and physical record of the disciplinary sanctions imposed on employees and/or workers of the Military Industry.
  9. Notify, communicate and collect evidentiary material required in the exercise of their functions.
  10. Establish operational procedures to guarantee that disciplinary processes are developed within the legal principles of economy, speed, effectiveness, impartiality and publicity, thus seeking to safeguard the right to defense and due process.
  11. Inform the judicial, surveillance and control bodies of the commission of allegedly irregular acts that arise from the disciplinary process.
  12. Exercise disciplinary surveillance of the official conduct of the Company's servers and/or workers.
  13. Keep the files and records of the disciplinary processes carried out against the official workers of this office.
  14. The others inherent to the nature of its dependency, those assigned by the legal, regulatory, statutory norms and the Presidency.

 

Functions of the Security and Defense Office:

  1. Advise the Presidency and Factory Managers on the policies, procedures and standards of prevention, protection and investigation of all activities related to the physical security of the Military Industry.
  2. Coordinate with factories activities related to attention to emergency plans.
  3. Direct, control, organize and supervise the security equipment, means and materials assigned to the Company's Central Offices, Factories, warehouses and warehouses in coordination with the areas in charge.
  4. Prepare, coordinate and update physical security plans, programs and manuals for personnel, facilities, values, equipment, information and documents of the entity.
  5. Coordinate with the competent entities for intelligence and counterintelligence activities of the Military Industry in accordance with the requirements of the State Security agencies.
  6. Coordinate with the Military Units, responsible for the security and protection of the facilities of the Central Offices and Factories of the Military Industry, the preparation of tests and execution of defense, reaction and contingency plans for emergency situations.

  2. Respond to the requirements of the different entities, administrative and judicial authorities, and control entities, regarding the traceability of Military Industry products.
  3. Direct meetings related to the comprehensive physical security of the Company.
  4. Control and verify the application of all procedures established by Law, by the inspection and surveillance Entities and by the Military Industry, to avoid and prevent money laundering and the financing of terrorism in the Company.
  5. The others inherent to the nature of its dependency and those assigned by the legal, regulatory, statutory norms and the Presidency.

 

Functions of the Planning Office:

  1. Advise the President in the definition, execution, monitoring and evaluation of policies, strategies and projects aimed at meeting the objectives of the Military Industry.
  2. Establish the guidelines for the preparation of the Strategic and Action Plan, Operational Plan, Investment Plan and other Major plans and submit them for approval by the President, in accordance with current regulations.
  3. Structure programs and projects that promote the articulation of the business model with strategic direction to improve the competitiveness of the Military Industry.
  4. Define strategies, studies and analysis of the current situation of the company that allow identifying opportunities for improvement to meet institutional objectives.
  5. Ensure the permanent updating of the strategic framework of the Military Industry.
  6. Align the structure and processes with the Military Industry strategy.
  7. Manage the tools and methodologies that allow ensuring and articulating the processes of the Military Industry, as well as making the relevant recommendations on the matter, in order to achieve business objectives.
  8. Lead the implementation of the Integrated Planning and Management Model – MIPG and other regulations that modify or replace it.
  9. Manage and promote the implementation and development of the Comprehensive Management System in the Company.
  10. Lead the preparation of management reports, accountability reports and other reports requested by organizations and entities external to the entity.
  1. Direct studies related to modifications to the organizational structure, distribution of functions, salary scales and other improvements that contribute to the achievement of the strategic objectives of the Military Industry.
  2. Define the corporate governance model of the Military Industry and the instances required for its execution.
  3. Approve the methodology for structuring, management, evaluation and project management used in the Company.
  4. Define, control and optimize the budget allocated to the Military Industry Investment Plan.
  5. Define the projects that will be implemented in the Military Industry, in accordance with the prioritization and orientation towards the fulfillment of institutional objectives.
  6. Close institutional projects, to ensure that they meet the parameters defined by the organization.
  7. Participate in the definition of the information governance structure in the Military Industry, in coordination with the Information Technology Management – IT.
  8. Structure and implement the digital transformation project of the Military Industry in coordination with the Information Technology Management – IT.
  9. Lead the development of required internal capabilities, in coordination with the Information Technology Management – IT, to implement the Company's digital transformation project.
  10. Establish business guidelines and strategies for the generation of new business opportunities related to the missionary objective of the Military Industry.
  11. Implement strategies to manage knowledge of the Military Industry for organizational learning and improvement, as well as innovation in processes and improvement of workers' capabilities.
  12. Generate the required alliances with actors and/or entities at the national level with the objective of strengthening the implementation of the digital transformation project.
  13. Lead the definition of the Company's risk management model and its administration.
  14. Define in accordance with the guidelines of the Presidency and with the support of the Human Talent Management, the criteria for the creation, administration and elimination of Internal Groups and positions in the Military Industry.
  15. Evaluate and diagnose the Company as a whole and in its different areas, through economic and financial analyzes that allow us to know its situation, when required.
  16. Analyze the impact of the country's economic or government policies on the Company's operations and make recommendations where appropriate.
  17. Present the evaluation of the institution's management to the corresponding authorities.
  18. Represent the company before the certifying entities that grant accreditations and/or authorizations of the Comprehensive Management System.
  19. Perform the role as compliance officer to maintain and improve the Comprehensive System for the Prevention of Money Laundering and Terrorist Financing.
  20. Lead the issues of Corporate Social Responsibility and Sustainability of the Military Industry.
  21. Establish and implement strategic business sustainability programs that 'allow to generate value for the Military Industry and its interest groups, as well as articulate with the corresponding agencies the programs aimed at the prevention and mitigation of environmental impacts generated by the business units.
  22. Articulate, coordinate and monitor the management of the processes and areas under your responsibility.

Functions of the Legal Office:

  1. The Legal Representation for Judicial and Extrajudicial Matters, who will have a substitute who will replace him in temporary, absolute or accidental absences with identical powers.
  2. Receive all types of notifications of administrative actions and investigations and lawsuits presented or initiated against the Company in any type of judicial, extrajudicial, administrative or police action or process.
  3. Represent the Company in all types of judicial, administrative, police, arbitration or extrajudicial processes in which the Company is a party, therefore, it will be fully empowered to receive, withdraw, compromise and conciliate on behalf of the company.
  4. Absolve in the name and representation of the Company, all types of judicial and extrajudicial interrogations made to the Company.
  5. Represent the Company in all types of administrative actions initiated by or against it, before any administrative, police or judicial authority.
  6. Initiate and carry out, on behalf of the Company, all types of requests, petitions or procedures before any administrative, police or judicial authority, including the power to file any appeal on behalf of the Company.
  7. Grant, in the name and representation of the Company, powers to the lawyers who will represent and represent them in all types of judicial, extrajudicial, police or administrative processes in which the Company is a party; For this purpose, the Legal Representative for Judicial and Extrajudicial Matters or his substitute may grant the attorneys the powers to receive, withdraw, compromise, conciliate on behalf of the Company and substitute. They may revoke the powers granted at any time.
  1.   7. Prepare and propose, in coordination with the competent agencies, draft legislative acts, laws and decrees that the President of the Military Industry must submit to the consideration of the National Government and monitor them.
  8. Establish legal defense strategy for the interests of the Military Industry.
  9. Represent judicially and extrajudicially the Military Industry in judicial processes and administrative procedures in which the entity is a party, and confer the required powers when it deems appropriate.
  10. Establish strategies to prevent illegal damage to the Military Industry. Serve as Secretary of the Entity's Conciliation Committee.
  11. Project, for the signature of the President, the administrative acts that are not the responsibility of other agencies and those that resolve conflicts of jurisdiction.
  12. Ensure that the administrative and judicial activities of the Military Industry are carried out within the current legal framework, advancing administrative, criminal, civil, police and arbitration processes; determining the necessary legal and regulatory requirements.
  13. Legally conceptualize in the field of civil, commercial, criminal, environmental, administrative and contractual when required, in order to ensure that the actions of the Military Industry are governed by legal principles and criteria.
  14. Coordinate and process resources, direct revocations and in general legal actions related to the functions of the Entity, which do not correspond to other agencies.
  15. Study, conceptualize and/or prepare the projects of administrative acts necessary for the management of the Entity, coordinate their notification, in cases where it is required, and keep the record, numbering and filing of all the normative production of the Entity. Entity.

  6. Ensure the protection of intellectual property rights and their restrictions for the processes carried out by the Company.
  7. Prepare institutional agreements related to mining, infrastructure, technological development and others that are strategic for the achievement of institutional objectives.
  8. Exercise oversight over the actions of external lawyers that the Entity exceptionally hires to defend its interests.
  9. Establish strategies to prevent illegal damage and report it to the Entity's Conciliation Committee and participate in the definition of the Entity's legal risk maps.
  10. Support the development and maintenance of the Integrated Institutional Management System.
  11. The others inherent to the nature of its dependency, those assigned by the legal, regulatory, statutory norms and the Presidency.

 

Functions of the Commercial Vice Presidency:

  1. Advise the President in the definition of marketing policies and strategies, customer service, citizen service and sales, under the guidelines of the Military Industry.
  2. Articulate, with the Vice Presidency of Operations, the required production information, to define a marketing plan for weapons, explosives, ammunition and other products and services, complying with the objectives of the Military Industry.
  3. Articulate the actions developed between the Marketing Management and the Sales Management.
  4. Guarantee commercial strategies that allow serving Large Mining Companies, Armed Forces, Police, Companies, other countries and other interest groups under quality and opportunity criteria.
  5. Approve and ensure the development of strategic commercial projects for the company.
  6. Promote market research to define new strategic allies for the Military Industry.
  7. Lead with the competent agencies, the establishment of relationships that allow generating business opportunities for the Military Industry.
  8. Define the guidelines that allow increasing sales of weapons, explosives, ammunition and other products and services of the Military Industry, to comply with the objectives and goals set by the Presidency and the Board of Directors.
  9. Propose, for the approval of the President of the Military Industry, strategies that allow entering new markets and potentiating current ones.
  10. Propose, to the President of the Military Industry, new businesses that contribute to the fulfillment of institutional objectives.
  11. Formulate and approve the service and attention model, focused on the needs of clients, citizens and other interest groups, under the guidelines of the Presidency of the Military Industry.
  12. Provide the guidelines and bases for the design of customer service channels and means.
  13. Define strategies and guidelines to generate an after-sales service that meets the needs of clients in the Military Industry.
  14. Direct the correct operation of commercial warehouses.
  15. Participate and/or attend national and international trade fairs and events, under the guidelines of the Presidency.
  16. Guarantee the perfect application of the different processes and procedures corresponding to the departments or areas in charge.
  17. The others inherent to the nature of its dependency and those assigned by the legal, regulatory, statutory norms and the Presidency.

 

Functions of Marketing Management:

  1. Coordinate, execute and control marketing management in the Company.
  2. Develop marketing strategies that promote the progressive increase in sales, innovation, product development and improved customer relationships.
  3. Carry out studies, research and market analysis that allow us to discover niches, new business opportunities and achieve the strategic positioning of the Military Industry.
  4. Lead, coordinate, define and direct commercial strategies to achieve new businesses.
  5. Build, project and improve the image of the organization based on strategies aimed at external analysis, image formation, branding and profile communication.
  6. Prepare the marketing plan based on the different variables required for the purpose.
  7. Execute and develop commercial strategies to meet the objectives in products and services of the Military Industry.
  8. Define and advance the corresponding activities for the acquisition of promotional material in accordance with the Company's commercial strategies.
  9. Keep the price list of the products and services provided by the Military Industry updated in accordance with the competent areas.
  10. Carry out market segmentation that allows generating focused strategies for the different clients of the Military Industry.
  11. Identify, prioritize and participate in international fairs and events with the aim of creating business relationships and promoting the Company's products.
  12. Manage requests, complaints, claims and requests (PQRS) from clients and citizens in general, in order to direct their solution in an effective and timely manner.
  13. Monitor compliance with customer service standards, citizen service and performance commitments defined by the Military Industry, taking into account the established guidelines and regulations.
  14. Develop mechanisms to care for and satisfy the needs and concerns of clients and citizens.
  15. Execute the necessary activities to guarantee differential customer service and citizen service.
  16. Respond for the evaluation of satisfaction of the service provided to customers and citizens in the different service channels.
  17. Carry out analysis and approvals in the single window for foreign trade -VUCE, attaching the respective commercial, technical and/or administrative supports provided by the specialized areas.

Sales Management Functions:

  1. Address the requirements of products and services requested by different clients, in coordination with the other areas involved.
  2. Design and establish goals for each of the Military Industry products, encouraging the commercial force to execute sales plans and achieve the respective goals.
  3. Carry out the identification of prospects for each of the product lines to define the commercial database and ensure the efficiency of the commercial operation.
  4. Control compliance with sales goals established in the short, medium and long term.
  5. Define guidelines and establish controls for the administration and operation of commercial warehouses.
  6. Keep assets in commercial warehouses updated.
  7. Guard and control access to commercial warehouses.
  8. Track the inventory of the different commercial warehouses.
  9. Work in coordination with the Administrative Management to ensure the storage and inventories of finished products in commercial warehouses.
  10. Work in coordination with the Administrative Management and Financial Management to develop and ensure inventory information for commercial warehouses.
  11. Identify and manage current and potential demand for existing and new products and services, in accordance with market demands.
  12. Define the guidelines, policies and schemes for the administration of the commercial force, ensuring coverage.
  13. Maintain the direct commercial link with the Armed Forces in accordance with the strategies established by the Commercial Vice Presidency.
  14. Provide reports on registrations, cancellations and billing of merchandise

Functions of the Vice President of Operations:

  1. Advise the President in the definition of policies and strategies for production operations, industrial maintenance and quality services, and logistics in the matter that concerns him, which allow the strategic goals of the Military Industry to be met.
  2. Approve and ensure the development of projects within the agencies.
  3. Lead, define, direct and control the productive, logistical operations and industrial services of the Military Industry.
  4. Promote and coordinate with other agencies the implementation and development of the Hygiene, Industrial Safety, Occupational Health and Environment System.
  5. Lead with the departments in charge, the establishment of relationships that allow generating synergies and opportunities for continuous improvement in related processes.
  6. Approve and ensure the development of development, research and innovation projects, aimed at the optimization and implementation of new profitable products and services and industrial technological development.
  7. Approve the aggregate planning of production operations, industrial safety and Research, development and innovation of the Military Industry, based on the Sales Plan and previous market analysis, determining and projecting operations at a strategic level.
