The offer will be received physically as follows:
- In writing, duly signed by the legal representative or whoever acts in his place, in a sealed envelope and deposited in the ballot box located at the central gate of the Antonio Ricaurte Explosives Factory / Western Side of the El Muña Dam in the municipality of Sibaté (Cundinamarca) attaching to the proposal the documents listed below:
- Photocopy of the identity card of the legal representative or person submitting the offer
- Certificate from the Chamber of Commerce (Natural or Legal Entity)
- Single Tax Registry (RUT) that certifies the management and disposal of recyclable waste
IMPORTANT NOTE: Take into account each of the enabling conditions described in the following point, so that your offer is taken into account in the evaluation process.
1. QUALIFYING CONDITIONS TO PARTICIPATE IN THE PROCESS:
1.1 FILL OUT THE PROPOSAL RECEPTION REGISTRATION FORM AND DEPOSIT THE OFFER IN THE BALLOT BOX WITH A SEALED ENVELOPE BETWEEN AUGUST 5TH AND 9TH BEFORE 2:00 PM (TAKING INTO ACCOUNT THAT THEY WILL ONLY BE RECEIVED ON BUSINESS DAYS), THIS IS LOCATED AT THE CENTRAL GATE OF THE ANTONIO RICAURTE EXPLOSIVES FACTORY ON THE WEST SIDE OF THE EL MUÑA DAM.
NOTE: AFTER THIS TIME THE PROPOSED BID IS RECEIVED, IT WILL NOT BE TAKEN INTO ACCOUNT FOR THE AWARD PROCESS.
1.2 THE OFFER FOR EACH OF THE ITEMS INCLUDED IN THE INVITATION IS TWENTY-TWO (22) AND THIS MUST BE FOR A VALUE GREATER THAN OR EQUAL TO THE BASE PRICE ESTIMATED BY THE FACTORY OF THE COMPLETE LOT OF ITEMS; OTHERWISE IT WILL NOT BE TAKEN INTO ACCOUNT FOR THE WASTE SALES PROCESS.
1.3 THE ITEMS WILL BE ASSIGNED AT THE HIGHEST VALUE OFFERED PER LOT, DESCRIBED IN THE PROPOSAL THE ELEMENT, THE UNIT OF MEASUREMENT, THE QUANTITY, UNIT VALUE FOR EACH ELEMENT AND TOTAL VALUE FOR THE COMPLETE LOT.
1.4 IT IS A MANDATORY REQUIREMENT FOR THE NATURAL OR LEGAL PERSON TO HAVE MANAGEMENT OF THE FINAL DESTINATION OF RECYCLED WASTE GRANTED BY THE COMPETENT AUTHORITY AND TO PRESENT THE FINAL DESTINATION CERTIFICATES UPON COMPLETION OF THE DELIVERY OF THE ELEMENTS.
1.5 THE SUCCESSFUL BIDDERS MUST MAKE THE PAYMENT WITHIN 48 BUSINESS HOURS FOLLOWING THE AWARD (OFFER ACCEPTANCE NOTICE).
1.6 THE EXPENSES INCURRED BY HAULING, LOADING, WEIGHING AND EVALUATION OF THE MATERIAL WILL BE ASSUMED 100% BY THE BUYER.
1.7 FOR THE ITEM CORRESPONDING TO 50 GL CANS WITH UNWASHED ALUMINUM WASTE, THE FAVORED PERSON MUST REMOVE THEM FROM THE FACTORY FACILITIES AND SUBSEQUENTLY WASH EACH ONE IN ENVIRONMENTALLY SAFE CONDITIONS, IN ORDER TO SEND TO CORPORATE MANAGEMENT THE CERTIFICATE ACCREDITING THEIR FINAL DESTINATION AND LIFE CYCLE.
1.8 FOR MATERIALS WHOSE QUANTITIES IN STOCK ARE NOT SUFFICIENT AT THE TIME OF DELIVERY AND BECAUSE THESE DEPEND ON THE PRODUCTION CAPACITY OF THE MATERIAL, PARTIAL DELIVERIES WILL BE MADE UNTIL THE QUANTITY SOLD IS EXHAUSTED.
1.9 THE AWARDED MATERIAL MUST NOT BE DELIVERED MORE THAN 8 BUSINESS DAYS AFTER INVOICING.
1.10 PERSONS OR COMPANIES THAT PRESENT AN OFFER, ARE PREVIOUSLY ADVOCATED AND FAIL TO COMPLY WITH ANY OF THE FOLLOWING PUBLIC SALE GUIDELINES WILL BE INSTANTLY BANNED FROM THE NEXT TWO SALES:
TO. WITHDRAW FROM THE PURCHASE.
B. DO NOT MAKE THE PAYMENT WITHIN (48) BUSINESS HOURS FOLLOWING THE NOTIFICATION OF THE OFFER ACCEPTANCE LETTER.
C. TAKE MORE THAN EIGHT (8) BUSINESS DAYS TO COLLECT THE MATERIAL AFTER INVOICING.
1.11 IN THE EVENT OF A TIE IN THE VALUE OF THE ITEM OFFERED DURING THE OPENING OF OFFERS, THE ALLOCATION WILL BE PROCEEDED BY DRAWING BALLOTS.
1.12 A CERTIFICATE OF FINAL DISPOSITION OF THE SAME MUST BE ATTACHED (WHEN APPLICABLE).
1.13 OTHER CONDITIONS WILL BE MADE KNOWN TO THE FAVORED CLIENTS BY MEANS OF AN ACCEPTANCE DOCUMENT.
1.14 ACCORDING TO THE CONCEPT ISSUED BY THE NATIONAL TAX AND CUSTOMS DIRECTORATE – DIAN OF THE TAX STATUTE, THE PRICES DESCRIBED IN THE PREVIOUS LIST WILL BE SUBJECT TO THE FOLLOWING PARAMETERS:

NOTE: During the open period for the sale of recyclable waste, interested parties have the opportunity to physically observe the material. To do so, they must make a request for entry 12 hours in advance, to the email yesica.rincon@indumil.gov.co, indicating the data of: full name and ID number of the people who will enter the factory, attaching the ARL certificates of each one, once the economic offer is issued, it is understood that the material is accepted as presented, whether or not the physical inspection of the same is carried out by the offeror.
